| Recognizing that the demanding, complex, and explosive nature of law enforcement requires ethical leadership in every rank and position, this hard-hitting, no-nonsense program helps participants bridge the gap between written guidelines and desired behavior. It is designed for police personnel, both sworn and civilian employees, including line, supervisory, management, and command personnel.
Accountability and responsibility are stressed, with strong emphasis on the critical need for "ethical leadership" in contrast to "popular leadership." The goal is not to preach ethics, but to encourage self-examination by providing the setting for seeing and dealing with ethical issues.
Because field training officers, supervisors, and managers is so essential to developing the organization's ethical foundation, agencies should encourage and support, if not demand, their attendance.
